The JC Higgins name was used by Sears Roebuck from 1908 to 1961. Took a while to find a listing for this gun and the only guide I find it in is a 1983 edition, so the prices won't be much good now. It does tell me that it is a bolt action and the 583 indicates it was manufactured for Sears by either High Standard or Harrington & Richardson. The J. C. Higgins name was only put on guns through 1941-1962. It could have serial numbers located next to the trigger on the bottom plate, but a magority don't. In any case though you can take the model numbers (examples 583.10, 101.387) and cross reference to find who made it. Then when you have model numbers and production dates you will have a general idea. I actually found the date of manufacture on my model 50 270win. On the other hand I can only guess on my model 20 because it has no serial #'s. It was made by High standard and somewhere from 1945-1952. The model 20 will have no serial numbers. After 1957, High Standard made model 20's will have an assembly date code on the barrel in the form of two upper case letters. I can say that i shot a fine Antelope buck with my 270Win caliber rifle at 403 paces in Wyoming.I have seen this caliber make many kills from that distance on in to 35 yards.It all depends on the game animal hunted,and most important your rifle skills.

That would all be based on the caliber that the rifle is chambered for.In the hands of a good rifleman,a Winchester model 70 bolt action rifle should be able to hit its target(animal) at least 300yards consistently with practice,and proper breathing techniques.Some calibers like the .270Win,30-06,300 Win.mag.would qualify.if you have the ability to handload for your rifle,this will increase your chances to lengthen the effective range of your rifle by fitting the right load to the rifle.
I can say that the Winchester model 70 rifle,made between 1946-1963 were available in 18 different calibers.these being the .22 Hornet,.220 Swift,.243 Win.,257 Roberts,264Win Mag,270Win,300H&H,300Win Mag,338Win Mag,375H&H,along with the 30-06,rare calibers were the 250-3000 Savage,300Savage,358Win.The 308 Win.was also available as a standard caliber.
i have the same rifle with se# 1695 xxx.winchester said mine was made in 1983,but could not give me any other info on it. said the records were not available, and could not be gotten.go figure.The last serial number for the year 1983 was G1,656,883.The last serial number for the year 1984 was G1,782,457.So both of the model 70,s in question were made in the year 1984.The Winchester model 70 light weight carbine was made by Winchester from 1984-1987.This makes both of your rifles a first year production.These rifles were chambered in 22-250Rem,222rem,223Rem,243Win,250Savage,308Win,270Win,or 30-06 caliber.I cannot give the production totals as they are not available.I hope this helps a little.
