Assuming you want to find the point at which those two lines intercept:

We are told:

y - 2x = -3

∴ y = 2x - 3

We are also told:

4x - y = -1

∴ 4x - (2x - 3) = -1

∴ 2x - 3 = -1

∴ 2x = 2

∴ x = 1

Now we know the value of x, and can plug it back into either of the original equations to find y:

y = 2x - 3

∴ y = 2 - 3

∴ y = -1

So the lines defined by these equations intercept at the point (1, -1).
