This is a somewhat ironic question, since it is posted in English on an English web-site. It is apparent that you do have some use for the English language, since you are using it. I might compare this to asking on this web-site if the world is in need of computers. That said, no doubt India could survive without the English language; it has many languages of its own (Hindustani, Bengali, Gujarati, and so forth). English is, however, clearly a useful language to know.
If he can't speak then he could simply learn sign language but since he doesn't know language then he can't so he couldn't learn how to type or write or do anything to talk so if no one can speak then you don't know what you need to survive to get money or anything if you don't know language so probably no humans probably cannot survive without any language to speak of
