But that would require 360 / (900/7) = 2.8 - that is you would require 2.8 regular heptagons to meet at each vertex. Since it is not possible to have a fraction of a heptagon. the tessellation required by the question is impossible.

So, if a heptagon has a total angle measure of 900, each andgle is approx. 128.57 degrees. 128.57 cannot fit evenly into 360. Hence, a heptagon whose total angle measure is 900 cannot be used by itself to tessellate.
