Most Electric Ranges are plugged into a 50 A breaker for good reason. When everything is turned on it will likely draw more than 30 A. The first step is to find the rating plate on your range and see the current rating. If great than 24 A you shouldn't use 30 A breaker. Make sure connection wire is sized for the correct amperage.
If it is a 30 amp breaker then it is a 240 volt outlet.
If you can plug the fridge into another outlet and it comes on, then the issue is either a bad outlet connection or the circut breaker may be going out and needs replacement. Try the fridge on another outlet 1st. If it trips that one too then there is a short in your fridge.
Turn the power off to that plug at the breaker. If at that point you can still get at the broken parts remove them. If not, then replace the plug.

Some gas ranges are "duel fuel" where there is an electric element in the oven as well as gas. then there are some that are gas for the cooktop burners but pure electric. in the last two cases, usually they requre 220v 40A, but its best to check with the manufacturer for power specifications before installing these ones.

You still need a circuit breaker. From your question it appears your stove is hardwired to the panel. It is perfectly acceptable to connect it to a suitably specified outlet and plug for the voltage and amperes for the stove. Basically you would turn off the breaker, install an outlet on the floor or wall so as not to interfere with stove. You can buy cords with the proper plugs and mating receptacles in most any hardware store. For an electric stove with an oven you are usually talking about a 50A breaker and the corresponding outlet and plug. This can be dangerous and if you are not sure of what you are doing an electrician is highly recommended.

Assuming the wiring to the outlet has 2 loads and one neutral, isolate one load from the outlet and use the neutral as the common. be sure to ground from the receptacle to your conduit or ground lead. You should also replace the corresponding breaker with a 120 volt single breaker.

You might be able to plug in a 240V American oven range into a European outlet depending on the type of plug. SomeÊAmerican high-powered appliancesÊhave 3 or 4 pins, which may require adapters to plug into European outlets.
If you are talking about a plug rated at 20 A and not that the device it is attached to as drawing 20 A then nothing will happen unless the device along with other devices on the same circuit trip the breaker. The rating of 20 A on a plug tells you the maximum current that should go through the plug. The 15 A breaker protecting the outlet ensures that no more than 15 A can go through your 20A plug.
