If it is a 30 amp breaker then it is a 240 volt outlet.
In a well designed house the lights are not connected to the same circuit as an appliance. If by going out you are saying that a breaker trips, then your appliances and lights combined are exceeding the rating of the breaker. You either need to rewire and balance the loads better or plug high current appliances into different outlets on another breaker. If you are not tripping breakers, but lights are just dimming you have a bigger problem with inadequate current supplying your house.

Turn the power off to that plug at the breaker. If at that point you can still get at the broken parts remove them. If not, then replace the plug.

This shouldn't occur. If only one laptop charger is causing the problem, there may be a short in this charger. If you have tried multiple chargers, I suggest looking at the laptop and seeing if it is the cause."All of the electronics" on one breaker should trip if there is a short in the laptop or charger. The whole house (main breaker at the top of the electric box, usually) should not trip. If this is occurring, you may have a problem with the particular breaker to the plug you are using as well. If this is occurring, I suggest calling an electrician unless you know what you're doing.
The hitch on my 2002 comes with a 4 pin flat plug. But it really depends on the trailer plug. There are adapters for the 5 pin round plugs but you need a brake controller if your trailer has brakes.
If you mean installing a plug in your wall for the dryer, I advise calling an electrician unless you know someone who is very experienced and confident with electricity. A dryer requires 220 volts of electricity, twice what most home outlets deliver. A line has to be run from each side of your breaker box through the wall to the where you want the outlet to be (110 volts from each side of your breaker box). If you go to a large home/hardware store, they can show you the right plug to use. Again, electricity is very dangerous, especially when you are working directly with the service panel (breaker box) in your house. Please be safe.

The trailer harness plug should be located behind the rear license plate holder. Some 1997 Chevrolet Tahoe's were not equipped with the trailer harness plug.

#1 reason is always bad GROUND. Now you really weren't all that specific about which plug. Trailer plug on the vehicle or actually on the trailer? If it's the plug on the vehicle, I would strongly suspect bad ground or installation was backwards. If on the trailer, merely backwards installation. In any case, get better trailer light performance by running separate ground wires to each individual light socket on the trailer and connect them to the ground wire at the plug so they will be grounded to the vehicle at time of connection. I do this with all of my trailer lighting and never have issues.
