Technically no. In the USA the NFPA electrical code requires a separate circuit for each large appliance receptacle- there are a few exceptions (such as a heater and AC on same circuit) - I don't think the welder is one of the exceptions. In practice, as long as only one receptacle is used at a time, it will work fine Make sure that the wire size is correct for the current (amp) draw. This is taken off of the welder nameplate. Size the breaker to protect the wire size. If more that one welder gets plugged in the breaker will trip.

Most commonly, a loss of circuit continuity by: A) Disconnected phase wire. B) Disconnected neutral wire. These wires can become disconnected or loose when jarring faulty receptacles, wire nut connections, etc. The way we usually troubleshoot these issues is to attempt to check each receptacle in sequence. Why does electric plugs in the wall not work when light switch is on?

Some custom homes were wired with with the receptacles that were switched. The receptacle was in a circuit with a switch controlling the the voltage to the receptacle. These circuits were mostly installed in living rooms. Table lamps were plugged into them so that when a person comes into the room, one switch would turn all of the table lamps. It could be that this switch has been replaced and installed up side down. So that when the switch was turned to the up position it was really turning the receptacle circuit off.

Why would only one plug-in work in a two plug-in outlet?

Two reasons. In older wiring or possibly new depending on the region, it was common place to split a receptacle especially in kitchens so that the top half was on one circuit and one was on the other. You may have a tripped breaker. Otherwise, the receptacle was cut to be a split receptacle and never wired that way. If you feel safe doing so, pull the receptacle out of the wall with the POWER OFF. Look at the sides where the wires are screwed down and see if the metal tab that runs between the two screw per side is still intact. If its not and you want the receptacle on a single circuit, replace the receptacle, but this time, don't cut the tab.
