A fraction is dividing the top (numerator) by the bottom (denominator). So, which ever one you are dividing BY goes on bottom. Whichever one your are dividing INTO goes on top:
4 divided by 7 -> 4/7
7 divided into 4 -> 4/7
7 divided into 8 -> 8/7
8 divided by 7 -> 8/7

There is no such number. It is always possible to insert a zero immediately after the decimal point to make a number that is one tenth as large (or ten times smaller).
