In English, this is formally read as "zero point zero eight one zero." It is not uncommon to leave off the first zero, as "point zero eight one zero."

I should mention that, in most European countries, a comma is used to mark the radix point rather than a decimal. The only difference is that you would say "comma" rather than "point."
