Many outlets have small tabs between the terminal screws that can be broken out with a needle nose pliers. You can completely separate the continuity of the top outlet from the bottom outlet by breaking both these tabs and wiring each outlet as a completely separate circuit. The ground plug is the only line that cannot be separated this way, and will remain common for both outlets. Alternatively you can break a tab only on one side and have the outlet share either the neutral or hot line. For a outlet set up to have constant power on the bottom break the tab on the neutral side, wire your hot line as normal and the "constant" neutral to the bottom neutral terminal, then run a second neutral from your switch. This would allow for the bottom outlet to be live all the time and the top to be switched on or off.

The switch sounds like it might be arcing. Switches are inexpensive, change it out with a new one. With the power off and the old switch removed check the connections in the switch junction box for loose splices or burnt wire nut connectors. If everything is fine there check the light junction box for loose connections.

Presuming the switch worked at one point and just stopped working it is likely that the switch has failed in a normally closed position. The only other possibility is that somehow you have a wire problem whereby the hot side of supply is connected to the load side of the switch. This could be caused by an exposed wire in the switch receptacle. Suggest you turn off power at breaker and replace switch as a start. When you have the switch removed from the receptacle, with wires still connected see if switch works. If it does it could still be bad, but examine the wires around switch and see if you have any exposed wire that could be touching the load side of the switch (Side connected to the light).
