There are more laws regarding evidence and the quality of evidence has gone up. And, of course, what is considered evidence has changed.

It's not really who to blame, it's what to blame. If you need an explanation for why the quality of toys is bad, you have to blame the Economy. In this economy, everyone is getting cheaper, and the cheaper we are, the worse quality items there are, and the items most affected by the cheap economy would be toys. Companies have tried to find cheaper alternatives for just as good quality toys, but some companies have had to downgrade since the recession, as you have experienced with your bad quality toys.
