The amount of fabric needed will depend on the style of dress you are making, the size, and other factors. If you are making a simple dress with a skirt that is not full, it won't take as much fabric as one that has a fuller skirt. In order to buy the right amount of fabric for the dress you want to make, choose the pattern and the amount of fabric that is needed to make it will be listed on the back of the package.
When buying fabric for a dress it not only depends on the size, but also the style. What pattern are you using? Is 60 the pattern size or the persons regular dress size? Pattern sizing runs small and is typicaly 2 sizes away from you regular size in a store. For example I am a 28 on a pattern but a 24 when I buy clothes. There can be as much as a 30% difference in material used for knee length dress compared to a floor length dress. Are there sleves and if so how long. If using a plaid printed fabric you will need to add a few yards extra to match prints. I would buy at least 9 yards for size 60.
Fabric is usually either 45" or 54" width (depends on the bolt), and one yard is 36" length. So 0.50 yards of fabric is either: 18" length x 45" wide OR 18" length x 54" wide

If you are going to another country to buy fabric and the purpose is to get enough for a dress, there are diferent amounts you may need to buy, depending on the kind of dress. For a dress, you may need to measure the length of the dress you want. Measure from the person's shoulders to the bottom of the dress, double it, and add several yards, depending on the syle of dress, the size of the person who will be wearing it, and the width of the fabric. The amount you need also depends on if the fabric has a nap, border, or a one-way print. You could need as little as 3 years to as much as 10 yards. There are many variables.
It depends on what type of dress you are making - whether or not it's a full skirt, what the sleeve length is, if it's bias cut or not, if it's lined, etc. Generally speaking, a sleeveless, non-bias cut, long gown will take approx 3-4 yards of fabric, and another 3 yards of lining. A gown with a full skirt or long sleeves may require closer to 6 yards of fabric.

With fabric 54" wide for every two yards you will get 4 of the runners. You are going to have fabric waste and will end up with enough for 16 runners but you have to buy 8 yards to get at the least your 13 runners because of the 72" length
If you go to a fabric store to buy the material, they will have patterns there as well. Find the pattern that is closest to the design of your dress, find your size listed on the pattern and it will tell you how much you need.
Only one yard is needed and there will plenty left over.
