An inch is a measure of length or distance while capacity needs to be measured in terms of a cubic measure. According to basic principles of dimensional analysis, conversion from one to the other is not valid.

For example, there will be a huge difference between the amount of water in a nine-inch high micro-tube or a field that is flooded to a depth of nine-inches!
