It's a 1/32 ratio (2oz of bleach to 64oz of water), so it's 1/32 of 4, which would be about .125oz of bleach, or a little less than a teaspoon.

Wow, you ask tough questions, but here goes. Bleach, by which I imagine you mean the typical household bleach often called Javex (a popular brand name) is a solution of approximately 5% sodium hypochlorite in water. According to material data sheets, it has a specific gravity of about 1.08 at this concentration or, in other words, about 1.08 times the weight of water. A US gallon of water weighs 8.35 lbs, therfore a US gallon of bleach weighs 8.35 x 1.08 = 9 lbs (rounded off). Therefore one pound of bleach has a volume of 1/9'th of a US gallon. The answer for a UK gallon, since it is larger and weighs 10 lbs for water, so 10 x 1.08 = 10.8 lbs - round off to 11 lbs - for bleach, then a pound of bleach has a volume of approximately 1/11'th of a UK gallon. Whew! Ray
1 gallon = 128 fluid ounces 1/12th of a gallon = (128 / 12) = 10 and 2/3 ounces Add 10 and 2/3 ounces of the additive ingredient to 1 gallon of water.
Call the unknown amount of substance R to be added a. The mixture initially contains 1 gallon of S combined with 2 gallons of R. After the addition, the mixture will contain the oiginal 1 gallon of S and (2 + a) gallons of R. In order for the content of S to be 25 % after the mixing, 1 gallon must equal 0.25(1 + 2 + a)gallons, or (1 - 0.75)gallons = (0.25)a, or a = 0.25/0.25 = 1 gallon.
Bleach is NOT meant to be drunk by anyone. It is a poison and will make you sick.
Safe for what? Generally 10% bleach or a 1:10 ratio to whatever the amount of water. For a percentage example you would add 3% bleach to a 32 ounce spray bottle, you would add 6% bleach to 64 oz (gallon) of water, etc., for a ratio example you would use a mixture of 1 cup of bleach to 9 cups of water, etc. For human consumption 1 Tablespoon for gallon will purify the water and make it safe to drink.
