You can't tell the dimensions from the perimeter. There are an infinite number of rugs,
all with different dimensions, that all have the same perimeter, and they're all for sale
on the side streets in Samsun.
Here are a few examples.
All of these have perimeter = 70 :

plus an infinite number of others.
If the length to width ratio is 4 to 5 then the length to width ratio is 4 to 5no matter what the perimeter. If the perimeter is 70 feet then the sides are 15.555... and 19.444... feet respectively.

The width is 34 feet. Since you know the length (l) of one side is 1 foot, and the perimeter is 70 feet, then each of the longest sides is 70/2-l
The area is 4,900 square feet.

Let the width be x:- If: 2(x+2) = 70 feet Then: x = 33 feet Check: 2(33+4) = 70 feet
Hint: the perimeter of a square is the sum of its four sides, so each side is one-quarter of the perimeter...
Perimeter = 20+20+15+15 = 70 feet
