The definition of the word concept fro Princeton is "an abstract or general idea inferred or derived from specific instances".

In this sense, a concept only exists in the mind so it is not observable to anyone but yourself, nor is it tangible at all. However a concept in the visual sense such as a concept drawing is obviously observable.
