Any sun-time you choose ... such as sunrise, Noon, sunset ... will take

an hour to travel 15 degrees west from where it is now.

So if clocks are supposed to match the sun, then the clocks that are 15 degrees

west of us read 1 hour earlier than what our clocks read here, because it will take

that long before the sun-position we have here moves over to there.
