Scientific notation is writing a number in the form (+ or -) a * 10^b where a is a number bigger than one and less than 10 and b is any whole number (more formally: 1<=a<10 and b is any integer).

For example:

385=3.85*10^2

0.001=1*10^-3

-65=-6.5*10^1

pi=3.14159...=3.14*10^0

This relies on understanting the rules for manipulation of powers: negative powers mean divide by 10 to the positive part ie 10^-2=1/10^2=1/100=0.01 and a zero power corresponds to 1 ie 10^0=1.
