The first legislation to allow transportation of convicts was declared in a Statute in 1579 "For the Punyshment of Rogues, Vagabons and Sturdy Beggars'. However very few were transported, effectively as a form of time llimited exhile. After 1660 the pace increased with about 7,000 transported between 1660 and 1718. All the later convicts were in effect time limited slaves. for either 7 or 14 years. As such it was in the interest of the "white slave" owners to maximise their econimic return. This meant that the convict were treated very harshly with about half of them dying in servitude.
