Mathematically, pH = -log[H+] Therefore, to answer your question, a pH of 3 will have a 10-3M of hydrogen ions where as the pH 9 solution will have a 10-9M of hydrogen ions. The lower the pH the higher its H+ concentration and the more acidic it is. (A pH of 9 is actually basic.)
