A perambulator is either

  • a baby transport - a "pram" (which is just a shortening of perambulator). In the USA it is most often called a "stroller".
or
  • a surveyor's wheel - which is used to measure distances. A single wheel is attached to a handle and the device can be pushed or pulled along by a person walking. The circumference of the wheel is known so by tracking the total number of rotations (and fractions of rotation) while dragging or pushing the wheel between any two spots, the distance can be determined.
This fits well with the term Perambulate, which means "walk around". You "walk around" with a baby in a pram. In traditional English law, the term "perambulation" is used specifically to mean "determining the bounds of a legal area by walking around it", meaning physically walking around the region in question - a perambulator (surveyor's wheel) is very useful in that context.
