Accuracy is improved if it is also protected from the elements, away from other large objects (trees, buildings, etc.), and above ground. Temperature should also be taken somewhere away from pavement, because radiant heat could distort actual temperatures as well, especially in the middle of a city. It would be best to take the temperature in the middle of a natural field, out of sunlight, and a few feet or more above the ground.
