The 0 degree longitude is the imaginary line that goes from pole to pole, passing through Greenwich in London, site of the Royal Observatory. The choice of the zero point for longitudes is arbitrary and many major cities were used. Eventually, in 1884, the Greenwich Meridian was accepted as the internationally agreed zero longitude.

a constant polynomial has a degree zero (0).
The degree of a polynomial is equal to the highest degree of its terms. In the case that there is no exponent, the degree is 1. If there is no variable, the degree is 0.

Into minutes, then seconds. A 1 degree angle is 60", 0' or, a 1 degree angle can be expressed as 0", 3600' a .5 degree angle can be expressed as 30", and so on.
Denmark has a high latitude due to its placement on the globe. The placement of Latitude and Longitute were (some argument about this) somewhat arbitrary placemark that could have easily been adjusted a degree or two.

A polynomial of degree 0 is a polynomial without any variables, such as 9.
It is 8 measures of a degree to the left of the 0 point.
