Public Law 89-313 was passed in 1965. It is also known as The Elementary and Secondary Education Amendments of 1965. It is an amendment to the Elementary and Secondary Education Act of 1965 ( ESEA also known as PL 89-10). PL 89-313 authorized the first grants to the states for children with disabilities.

I think it is a place in New Zealand called paeroa - the 'p' in 'L & P'. The New Zealand 'L & P' is anyway.
