In grade school textbooks language like this is informal, and the definition differs from book to book. In one book "the fraction family" can refer to how a number can be expressed in different ways. If so, a fraction, a decimal, and a percent are the three members of the fraction family. In another book "a fraction family" can refer to how fractions can be grouped into "families" of equivalent fractions (e.g.: 1/2, 2/4, 3/6...). Likely, there are even more definitions.
