In one book "the fraction family" can refer to how a number can be expressed in different ways. If so, a fraction, a decimal, and a percent are the three members of the fraction family.
In another book "a fraction family" can refer to how fractions can be grouped into "families" of equivalent fractions (e.g.: 1/2, 2/4, 3/6...).
Likely, there are even more definitions.

They are both fractions... an equivalent fraction is a fraction that is the same as another fraction. For example: 1/2 and 2/4 they are equivalent. A fraction is just .. a fraction any fraction.. 2/7 7/8 8/9 :)
