A short curcuit is a low-resistance connection established by accident or intention between two points in an electric circuit.
The current splits up and takes as many paths as there are available. Every path that exists conducts current. There's no such thing as a parallel branch of a circuit that has no current through it when others do have current through them..

Power dissipated by the entire series circuit = (voltage between its ends)2 / (sum of resistances of each component in the circuit). Power dissipated by one individual component in the series circuit = (current through the series circuit)2 x (resistance of the individual component).
A voltmeter measures the difference in potential between two points on a circuit. An ammeter measures the amount of current passing through a point in a circuit. Although you often see them packaged together in a tool called a multimeter, they measure different quantities: Voltage, also known as potential difference, measured in volts, and Current, measured in amperes, or just amps. Also, they're used in somewhat different ways: -- The voltmeter simply touches the two points in the circuit between which the voltage is measured. -- The ammeter has the circuit current flowing through it. That means the circuit must be broken briefly, and the ammeter connected into the 'hole', before the current can be measured. (There are instruments that are exceptions, but they're rather specialized. The statement above holds generally true for the common ammeter.)

The current flowing through a series circuit is (voltage between the circuit's ends) / (sum of all resistances in the circuit). The current is the same at every point in the series circuit.
A connection between the "hot" and the neutral will cause an over current condition. In electrical terminology this is known as a short circuit.
Consider two points (A and B) in an electric circuit. An open circuit between A and B means there is no electrical connection between A and B. A short circuit between A and B means there is an electrical connection between A and B.
