The development length is a function of the bar size, yield strength, concrete strength and other factors such as coating of the bar. Also, the development length of a bar is dependent to whether the bar is in tension or compression. Tension development lengths are larges than compression development lengths because in compression, the reinforcing bar gets some help from the concrete, while in tension it does not.
