The receptacle is usually 12" to center and a distance radius of six feet between outlets along the wall.
There is no code ruling on this. I set mine 12" to center. If you are putting in a new outlet in an existing home I would suggest you just match it to the height of the rest of the outlets.
the height will depend on local building codes' requirements and also what time of outlet (ground, countertop for kitchen and bath, and ceiling such as in garage doors). Typically wall outlets are 16 inches on center from the finish floor.

There is no standard height of a washing machine connection. It all depends on what the clients wants, the set up of where the machine is positioned and availability of the current plumbing

Should be fine as long as you use a GFIC receptacle and mount at the proper height. You need to contact your local code enforcement people. Normally each locality has their own requirements to be followed.
Are you speaking of the drum wobbling or the whole machine? If the drum, when the drum is spinning or when off and stopped? If when the drum is spinning, it wobbles somewhat especially if unbalanced (laundry only on one side). If the whole machine, there are leveling feet on the botton of the washing machine. The height adjustment is made by turning each foot which are threaded into the base frame. Many floors are sloped, this is why the machine has to be leveled first.
Clothes washer? My old Ge is about 27 x 30 inches square and 35 inches tall with adjustable screws to raise it's height and level it. larger load handling units may be taller. Check out Lowes website and find one that fits your hole in the wall. lol J

The same rules apply to any type of washing machine. If by "be set" you are refering to the top of the standpipe the 36" it will depend on what level the trap is set at. According to the plumbing code the height of the top of the stand pipe is required to be from 18" to 30" above the top of the trap. Sometimes the trap is hidden inside the wall and it is hard to know at want level it was installed but in any case 36" off the floor will work.
