Write down both equations (I'll label them (1) and (2)):

(1) a = 3b - 4

(2) a + b = 16

Pass b to the left side of the equation (1):

(1) a - 3b = -4

(2) a + b = 16

Multiply (1) by -1:

(1) -a + 3b = 4

(2) a + b = 16

Add down both equations:

-a + 3b + a + b = 4 + 16

4b = 20

b = 5

Replace b in (2):

a + 5 = 16

a = 11
