The numerical value of letter grades differs by country and sometimes by state.
The general US grading system:
90 - 100 = A
80 - 89 = B
70 - 79 = C
60 - 69 = D
below 60 = F
In Louisiana, Oregon, Pennsylvania, and Tennessee, the current structure is:
A = 93-100, B = 87-92, C = 75-86, D = 70-74
Previously in Louisiana, the grades were by groups of five or ten:
A = 95-100, B = 90-94, C = 80-89, D = 70-79 or 75-79
An example from a Canadian university:

A 75 is neither a good or a bad grade as a whole cumulative average GPA. A 75 would be an average grade. In a A, B, C, D, and F grading system, a 75 would be a C.
