No number is known as the place value number. Rather it is the system of numbering used whereby a particular digit will change its value depending on its position within the number.

eg;

200 and 2,000.

The 2 in the first number has a value of two hundred while in the second it has a value of two thousands. It depends where in the positional notation the number is that assigns its value.

Number system consists of how many digits?

The number system we commonly used, known as the decimal system, has 10 digits (0 to 9). It is possible to use other number systems, with a different number of digits. Any numbering system based on the same principle (the principle of place-value) must use 2 or more digits.

Did the roman number system depend on place value?

Yes but unlike the Hindu-Arabic numeral system which requires a 0 symbol for positional place value purposes the Roman numeral system does not need a 0 symbol because the positional place value of these numerals are self evident.
