There is no correct estimate because sqrt(28) is an irrational number and it is always possible to improve on an estimated value.

5^2 = 25

6^2 = 36 so the estimate is between 5 and 6.

5.25^2 = (5 1/4)^2 = (21/4)^2 = 441/16 = 27.5 so 5.25 is a better estimate.
