The smallest one - but it makes sense only if you have means of measuring to that precision. Also, more precise is not the same as more appropriate.
For example, a micrometre is more precise than a kilometre (by a factor of one billion) but if it makes no sense at all to measure the distance between two cities in micrometres!
Or, a microgram is more precise than a kilogram (again by a factor of a billion), but it makes no sense to measure my mass in micrograms. My mass will increase by more than that after I've had a mug of coffee!

Milligrams.
A millilitre is more precise.A millilitre is more precise.A millilitre is more precise.A millilitre is more precise.
Both are units of measure. Neither is more 'precise'. The precision is to do with the accuracy of the measurement taken and not by the units used.
A kilometre. A megametre may be more appropriate but it is not a unit that is used much.

precision is taking place
If your looking for a more precise answer it's millimeters, but if your looking for just a unit it could be centimeters.

to help with measurement that is related to the unit of measure
There are many different units used depending on what is being measured and what information is needed. You need to be more precise.
Milligrams.
A millilitre is more precise.A millilitre is more precise.A millilitre is more precise.A millilitre is more precise.
While the statement is true, there is no unit with that meaning.
