Pi is the ratio of the circumference of a circle to its diameter. It cannot be written exactly as a decimal because it is a transcendental number; it's irrational. We know precisely how much it is mathematically, just like we know exactly how much the square root of 2 is. We can't write either pi or the square root of two as a fraction of integers (or in a repeating or finite decimal notation). Pi has a decimal representation which consists of an infinite number of non-repeating digits.
