The volume cannot be 1 centimetre since that is not an appropriate unit for measuring volume.
Surface area? That will vary considerably. The smallest surface area will be if the water is suspended weightless, in the shape of a sphere. It could be in a pan 1/16 of an inch deep. Specify the shape you are interested in.
Area = 2500 sq cm implies radius = 28.2 cm (to 1 dp)
About 1 or 2 centimeters taller than the smallest type of a Coke can.
If by box you mean a cuboid shaped box, then the smallest surface area is a cube of side 2641/3 ~= 6.42 in (of approx 246.92 sq in). If there is no limitation on the interpretation of the shape of the box, then the smallest surface area is a sphere of radius (3/4 x 264 / {pi})1/3 = (198 / {pi})1/3 ~= 3.98in (of approx 199.02 sq in)..
You cannot compare volume and surface area and claim which one is bigger, because the units are different (units2 vs. units3) and it also depends on the type of unit used (e.g. inches, centimeters). You could compare volume and surface area numerically, but that would be virtually meaningless.I previously posted an example of a cube with side length 1 meter. In this cube, the volume is 1 m3 and the surface area is 6 m2, implying "larger" surface area. However, if we said that the side length was 100 centimeters (same value), the volume would be 106 cm3 and the surface area would be 6*104 m2. Here, the volume was "larger."
Square centimeters is a measure of surface area. Cubic centimeters are a measure of volume. A cube that's 20 cm on an edge would have 6 surfaces, each 400 square cm in size, giving a total surface of 2400 square centimeters - slightly less than 1/4 of a square meter. That same cube would have a volume of 8,000 cubic centimeters (which would be 8 liters.)
A square measuring 2 centimeters on a side. For reference, a square measuring 1 inch on a side has an area of about 6.45 square centimeters.
