I guess it has something to do with their parents teaching them math at a very young age (3, 4...) to give them a head start.
Historical, the only way that you can become a government official is through exam, especially the higher marks the higher ranking officers you will become, so without understanding the Chinese history you would not understand why Chinese parents put so much emphasis on education, not just math.
Secondly most important is Chinese parents' attitudes toward education and without following their daily life style and doing a survey we will not understand how they view extra math learning as important as joining an after-school sport club, if not more important.

NO. The left side of the brain is believed to be expert at language, numbers, critical thinking, logic and reasoning. So if you are good in math, it is most likely that you are also good in writing. It is more appropriate to say that Engineering is for people who are interested in Math and they are left-brained people.
