Actually it isn't exactly 3.14 - that's only an approximation. It has an infinite number of digits, starting with 3.14159265... As to the "why" - well, pi was originally defined to be the ratio of a circle's circumference to its diameter (divide its circumference by its diameter), and that ratio was found to be a certain number.
