Because we are using the decimal system which has a base of 10.

This means that there are ten digits (0 to 9) from which all other numbers can be represented. It also means that each digit in a number represents a multiple of a power of 10 which increases by one as you move left. For instance, the number 123 means (3 x 100) + (2 x 101) + (1 x 102).

Once we pass the numbers that we can represent as a multiple of 100 we have to introduce another digit to continue.
