im not sure that you can...you can get 36 using 4+4=8, 8x4=32, 32+4=36

or 48, 4x4=16, 16-4=12, 12x4=48

39 is only divisible 3 which is prime (39/3=13) and 13 is prime, to add or subtract 4 form 39 leaves 35 and 43, 35 is only divisible by 5 (35/5=7, and 7 is also prime) which is prime and 43 is also prime, which means these numbers cannot be multiplied or divided to.

tricky one, might need someone smarter than me to figure it out is it is possible.

a quick Google search revealed the solution, i assumed the 4 fours had to be integers themselves. the solution is (4x4-0.4)/0.4=39

didnt think to use decimals.
