You look at the ones collum then if it is a 1,2,3 or 4 you round to the nearest ten lower then the number but if it is a 5,6,7,8 or 9 you round to the nearest ten closer to the number

1.9536 could be 2, or it could be 1.954 if you wanted to preserve the decimal.
