My 5th grader got the same question. You are right it is a fill in question!
The question should read: A number is divisible by another number when the __________________ after division by that number is 0.
It seems to make more sense if they wrote it as follows: A number is divisible by another number if after dividing the remainder is zero.

You need to carry out the division. If the remainder is 0 then it is divisible, if not it is not. There are divisibility rules which can help with small or simple divisors but these are quite limited.
