Think of it this way. Any number as a percent, move the decimal point back two spaces and take away the percent. So, 4% would be .04 as a decimal, get it?

Now, put 4 over 100 as a fraction and reduce. You will end up 2 over 50 as a fraction. Reduce again and you get the final fraction of 1 over 25.
