A percentage is a fraction whose denominator (bottom number) is 100. For example, 35% is equivalent to the decimal 0.35, or the fraction 35/100. To calculate a percentage of a percentage, convert both percentages to fractions of 100, or to decimals, and multiply them. For example, 50% of 40% is calculated as 50/100 × 40/100 = 0.50 × 0.40 = 0.20 = 20/100, or 20%.

Non examples of a percentage would be fractions that don't have a denominator of 100 or decimals that aren't equivalent to a fraction with a denominator of 100.

75 percent is a representation of "three out of four". It can be three people out of four pass a test, or three out of four cats prefer some branded cat-food. The test or cat food, by themselves, are non examples of percentages.
