In this case we can multiply by 10,000 to get 236. Thus we can use 236/10,000 as a starting point. This is not the fraction in it's simplest form though, as both top and bottom of the fraction can divide by 4. Do this and we get 59/2500, which cannot be reduced further. Thus 0.0236 as a fraction is 59/2500.
