If it was a fraction of some measure of distance, the answer would depend on the units. A fraction of an inch would be a very tiny fraction of a mile while a fraction of a light year could be many miles.
Means for every 100 units of one, you add 12 units of 2. Or a 20/3 ratio (expressed in percent).
Nothing happens to the fraction.
The answer depends on the units used for the 1, and what units c refers to.
It is the conversion factor between the measurement units.

It is a ratio.
A ratio is normally expressed as two numbers separated by a colon, 5:4, 8:13....and so on. These ratios are in their simplest form as they numbers have no common factors. A ratio such as 6 : 8 can be simplified to give 3 : 4 as both numbers are divisible by 2. The rules when converting a ratio to a fraction are :- 1) The number of the left-hand side of the ratio becomes the numerator of the fraction. 2) The two quantities must be stated in the same units. 3) The fraction should be written in its lowest terms. EXAMPLE, 40 : 216 expressed as a fraction = 40/216 = 5/27.
A fraction is a ratio of two quantities which are measured in the same units. In a simple case, average speed is the ratio between the distance travelled and the time taken. However, the speed is not a fraction of wither the distance nor of the time.
The scale gives the ratio that compares the measurements of the drawing or model to the measurements of the real object. Scale factor is a scale written as a ratio without units in simplest from.
