It is 17 since 14, 15, and 16 are not prime. It is easy to see right away that 14 is not prime because 2 is the only even prime. Of course, 15 has factors of 3 and 5 so it is not easy. 16 is also even.

17 is prime since its only factors are 1 and itself.
