Volume in ml is based on one gram of water at 4 degrees Celsius (measure of mass)
Purists draw a distinction & there are corrections in the 5th or 6th decimal place.

The si unit litre is already a cubic unit, so this question makes no sense. If you meant cubic millimetre, the answer would be 1000 (difference is 10^3)
