A ton is a measure of mass. A cubic foot is a measure of volume. The two measure different things and, according to basic principles of dimensional analysis, conversion from one to the other is not valid.

If you are not convinced, consider 40 cubic feet of air. How many tons? Next consider 40 cubic feet of lead. How many tons?

A 100 cubic feet of what? The mass of a 100 cubic feet of air would be substantially different from the same volume of lead, for example.
