In 30 years in the electrical trade, the largest one I've ever seen was 80 A. They may make larger ones. You have to check with manufacturers.

AWG 12/2 requires the use of a 20 amp single pole breaker.
Replacement for American Switch single pole 15 amp circuit breaker
It sounds like the breaker is unserviceable. Seeing as it supplies 240 volt outlet it must be a two pole breaker. If it is a single handle two pole breaker then one pole set inside the breaker is not disconnecting one of the lines. If it is supplied from two single pole breakers that has a common tie, the common tie might be loose and does not shut off both poles when thrown to the off position. If there is no common tie then both breakers must be turned off to interrupt the 240 volt supply.
Washing machines in the U.S. operate on 120 volts. That requires a single pole 20 amp breaker and wired with 12/2 w-ground wire. Black to the breaker, white to the neutral bus bar, and copper ground to the ground bus bar.
Answer for USA, Canada and countries running a 60 Hz power supply service. 230 to 240 volts on any size two pole breaker on single phase installations. The voltage varies from location to location from different utility power companies.
